Question: is cat6 compatible with cat 5 cables?
Answer: Yes 100%
Question: Is this cable suitable for outside use?
Answer: Any cable can be used outdoor. The problem is if it will survive outdoor. Waterproof and high durability helps, but does not make it suitable for outdoor use. I think you'll want to look for a UV rated cable.
Question: Which TIA wiring standard? T568A or T568B?
Question: Is this cable suitable for 4mp surveillance camera?
Answer: If the camera is connected with Ethernet cable, then any CAT^ cable is OK.

Although it's likely unnecessary to use a CAT6 cable for runs below 150ft, if you have excessive RF interference, or otherwise are trying to run high data rates through your interface (You may even be able of utilizing this for 10gbps under the right circumstances and with the right NIC's), you'll be fine with a CAT5 standards cable."

I've connected it to an HDBaseT device (one that converts HDMI to run over Ethernet cable), and it was able to carry 4K video uncompressed (which implies it may even be good up to 10-Gigabit).
